Art. 19. Los decretos por los cuales se abran créditos suplementales ó extraordinarios para gastos imprescindibles, á juicio del Gobierno, de que trata el artículo 208 de la Constitución, se expedirán por conducto del Ministerio del Tesoro, á fin de que en él queden reunidos e incorporados en la Contabilidad general; eso sin perjuicio de sustanciarse previamente cada asunto en el Ministerio respectivo, hasta ponerlo en estado de dictar el decreto correspondiente.
