Artículo segundo. Cuando en cualquier semestre el valor de las exportaciones de productos refinados sea menor que las necesidades y desembolsos a que se refiere el artículo anterior, el refinador puede llevar al semestre siguiente el saldo pendiente hasta que este quede cancelado.
