Los que tuvieren su residencia en pais extranjero al tiempo de ser elejidos Senadores o Representantes por algun Estado, o Diputados o Comisarios por algun Territorio, recibirán su viático de venida en esta ciudad, comprobando su residencia con certificacion del respectivo Ajente diplomático o consular colombiano. Si el elejido se encontrare en el caso del parágrafo del artículo 12 de la lei de 10 de mayo de 1871, se le abonará por viático de regreso el mismo de venida, otorgando ante la Tesorería jeneral una fianza por el valor de éste, la cual se cancelará cuando, por certificacion del Ajente diplomático o consular repectivo, se tenga conocimiento de la llegada al lugar de su residencia.
