º . De los planes y programas . En concordancia con la coordinación, orientación superior y consolidación de la política de Estado relativa a la integración y al desarrollo fronterizo, las entidades competentes miembros de la Comisión Intersectorial ejecutarán las acciones superiores tendientes a la promoción de estrategias, planes, programas y proyectos de desarrollo social, tecnológico, científico, cultural, de infraestructura y transporte, comercio, desarrollo sostenible, seguridad nacional, fortalecimiento comunitario y territorial, entre otras, teniendo en cuenta la heterogeneidad de las zonas fronterizas.
