Los gastos urgentes de que trata el artículo 5° de la Ley 71 de 1914, se harán con el diez por ciento del producto líquido de los impuestos de que trata el artículo de este Decreto. Para tal efecto el Tesorero abrirá una cuenta especial que debitará mensualmente con el valor del diez por ciento expresado, y conservará en caja, separadamente las sumas correspondientes.
