° En adición a las garantías bancarias o de compañías de seguros a que se refiere el artículo 5° del Decreto 1208 de 1985, también podrán constituirse garantías personales por los obligados dentro de las operaciones de los Sistemas Especiales de Importación-Exportación. Cuando sin causas justificadas se presenten incumplimientos de las obligaciones adquiridas dentro de las operaciones, aprobadas conforme al inciso anterior, el Incomex deberá sujetar el tramite subsiguiente de registros de importación a la constitución de garantías bancarias o de compañías de seguros.
