El Gobierno, en la formación del proyecto de Presupuesto, incluirá en el capítulo correspondiente a cada uno de los Ministerios, la suma necesaria para cubrir el servicio de asignaciones de empleados nacionales en el respectivo Ministerio, suma que debe ser igual a la cantidad señalada por el mismo capítulo en la Ley de asignaciones de empleados nacionales.
