Art. 13. En los lugares en donde se establecen las Colonias Penales podrá conceder el Poder Ejecutivo á cada una de las personas que fije su residencia en ellas siempre que cumplan con las condiciones que se impongan, hasta veinte hectáreas, con el objeto de que se construyan habitaciones, se funden plantíos de árboles frutales, se planten sementeras ó cafetales, cacaotales, se formen potreros ú otras que tiendan á utilizar los terrenos que se determinen para las Colonias.
