Formulación. La formulación del plan comprende el proceso de la toma de las decisiones fundamentales acerca del ordenamiento del territorio, las cuales se traducen en los componentes general y su contenido estructural, urbano y rural. Igualmente deberá incluir las acciones y actuaciones que serán incorporadas en el programa de ejecución. El resultado de esta etapa son los documentos enunciados en el artículo 17 del presente decreto, los cuales serán sometidos a la aprobación de las instancias competentes.
