A fin de que el Presidente de la República pueda recaudar los nuevos impuestos en el menor tiempo posible y pueda establecer el tren de empleados que necesite para la ejecución de las medidas que tome en virtud de las facultades que la mencionada Ley 99 del corriente año le otorga, podrá el Gobierno abrir los créditos extraordinarios que fueren necesarios tanto en el Presupuesto de rentas como en el de gastos, sin necesidad de llenar los requisitos exigidos por la ley.
