Articulo cuarto. En los demás Municipios del país funcionarán en forma permanente los Consejos Municipales de Defensa y Rehabilitación del Menor, los cuales serán organizados por el Consejo Nacional de Defensa y Rehabilitación del Menor a medida que las necesidades lo exijan.
