Los miembros de la Junta Directiva distintos de los Ministros y Gerentes de los Bancos de la República y Central Hipotecario, y también el Gerente del Instituto, tomarán posesión de sus cargos ante el Ministro de Fomento. Corresponderá al Ministerio de Fomento expedir las certificaciones sobre existencia legal del Instituto y sobre la calidad de miembro de la Junta Directiva y de Gerente del mismo.
