El Gobierno abrirá las Escuelas de Artesanos a que se refiere la presente Ley en aquellos Departamentos para los cuales se apropie una destinación presupuestal no menor de sesenta mil pesos ($ 60.000) para atender al establecimiento de dichas Escuelas.

Parágrafo

El Ministerio de Educación queda autorizado, de conformidad con el artículo 1º de la presente Ley, para localizar las escuelas en cada uno de los Departamentos, previo estudio de las secciones del país y de las necesidades regionales.
