El Gobierno nacional en cabeza del Ministerio de Comercio, Industria y Turismo definirá y ejecutará una estrategia integral para fortalecer e incentivar el consumo de cafés especiales a nivel nacional. Esta estrategia incluirá, entre otras acciones, la posibilidad de que todas las entidades públicas, en sus diferentes niveles y dependencias, ofrezcan y promueven el consumo de cafés especiales en sus instalaciones y eventos oficiales. Para la implementación de esta medida, se considerarán los siguientes aspectos:
