Para efectos del presente Decreto todo documento expedido en el exterior en Idioma diferente al español, deberá ser traducido oficialmente y autenticado por funcionario consular. Cuando sean presentados directamente ante el Ministerio de Relaciones Exteriores, deberá además autenticarse la firma del funcionario consular.
