La actividad desarrollada por los actores y directores escénicos de Radio y Televisión, debe considerarse como una profesión y corresponde a la ley de conformidad con el artículo 39 de la Constitución Política exigir títulos de idoneidad y reglamentar el ejercicio de las profesiones.
