Mientras se expide una Ley que reglamente la denuncia y adjudicación de fuentes de petróleo e hidrocarburos en general, situados en terrenos baldíos, solo se podrán hacer concesiones temporales de dichos bienes en virtud de contratos aprobados por el Congreso.
