En el informe a la Cámara Plena para segundo debate, el ponente deberá consignar la totalidad de las propuestas que fueron consideradas por la Comisión y las razones que determinaron su rechazo. La omisión de este requisito imposibilitará a la Cámara respectiva la consideración del proyecto hasta cuando sea llenada la omisión.
