En desarrollo del literal b) del artículo 173 del Decreto-ley 444 de 1967, la importación al país de las materias primas e insumos, podrá autorizarse cuando la importación del producto final, si llegare a realizarse estuviere exenta del pago de gravámenes arancelarios. Corresponde al Incomex fijar los porcentajes mínimos que deben ser exportados y comprobar la correcta utilización de las materias primas e insumos.
