El Municipio de Cartagena invertirá las cuotas anuales que reciba, en el pago de las obligaciones de crédito, contraídas para financiar las obras ordenadas por las leyes 117 de 1936, 5 de 1940 y 107 de 1946, de acuerdo en un todo con el artículo 2º.del Decreto número 3146 de 1953.
