Art. 1º Cuando por alguna circunstancia llegare á interrumpirse la navegación del Canal del Dique por buques de vapor, los introductores de mercaderías extranjeras para el interior de la República, ó sus agentes en Cartagena podrán cambiar el destino de las que vengan dirigidas á este puerto, y encaminarlas por el mismo vapor á los de Barranquilla ó Santa Marta para su introducción por ellos.
