Anualmente se le apropiará al Instituto Nacional de Aprovechamiento de Aguas y Fomento Eléctrico, en el Presupuesto ordinario, una cantidad mínima de dos millones de pesos ($ 2.000.000). Si así no se hiciere, el Gobierno queda autorizado para abrir los créditos necesarios para dar cumplimiento a esta disposición.
