La medalla podrá ser otorgada a personal de las Fuerzas Militares y de Policía Nacional, o de entidades gubernamentales, colombianos o extranjeros (en forma coordinada con la Armada Nacional que se destaquen en la contribución de la defensa de la soberanía marítima, la seguridad marítima y fluvial, la gobernanza marítima y la protección del medio ambiente marino y fluvial, impulsando el desarrollo socioeconómico sostenible de la Nación.
