A solicitud del Registrador Nacional del Estado Civil, previo concepto favorable del Consejo de Ministros, se podrá prescindir de licitación pública o privada, según el caso, si el contrato se relaciona con la preparación y realización de elecciones y la celebración del mismo tiene lugar dentro del año anterior al día de las votaciones.
