ARTICULO 22. Cambios de nivel. Los empleados públicos del Ministerio de Defensa y de la Policía Nacional, podrán cambiar de nivel siempre y cuando exista la vacante respectiva y reúnan los requisitos que exigen los artículos 10,11 y 12 del presente Estatuto, según el nivel de que e trate. En estos casos se declarará insubsistente el nombramiento en el nivel y cargo que desempeñen y se les nombrará para el nuevo cargo en el nivel correspondiente.
