ARTÍCULO ÚNICO. La Cámara de Representantes se compondrá de tantos miembros cuantos correspondan a la población de la República, a razón de uno por cada setenta mil (70.000) habitantes, y uno más por cada fracción no menor de la mitad de dicha cifra. En ningún caso los Departamentos elegirán un número menor de Representantes de los que hoy eligen.

Por cada Representante se elegirán dos suplentes.

Parágrafo

Cada Departamento constituirá una Circunscripción para la elección de Representantes.
