Crease una Escuela Vocacional Agrícola y cursos de capacitación para campesinos, anexa a la Granja de "San Julián".

Parágrafo

Los cursos de capacitación para campesinos comprenderán enseñanza práctica en cuanto al manejo de maquinaria agrícola, lo mismo que en ganadería y agricultura, a fin de formar personal apto para la explotación racional y económica de la tierra y la ganadería.
