Declaración de urgencia manifiesta. Si la causal de contratación directa es la urgencia manifiesta, el acto administrativo que la declare hará las veces del acto administrativo de justificación, y en este caso la Entidad Estatal no está obligada a elaborar estudios y documentos previos.
