No habrá en el presupuesto partida alguna de egreso o gasto indefinido. Para el pago de comisiones o asignaciones eventuales y, otros gastos semejantes, se presupondrá siempre una cantidad, calculando su monto sobre lo que deban producir las ventas de bienes o efectos de la respectiva Intendencia o Comisaría o la recaudación de las rentas sobre que debe pagarse una comisión o asignación eventual, o la suma que debe servir de base al gasto.
