Los auxilios de que trata la presente Ley no se pagarán mientras no hayan sido sometidos a la aprobación del Ministerio de Obras Públicas los proyectos, estudios, planos, presupuestos y especificaciones de las respectivas obras.

Parágrafo

Si se expidiere una ley de carácter general sobre aporte de la Nación para el establecimiento y ensanche de plantas eléctricas, los auxilios que se decretan por la presente quedarán sometidos en un todo a sus disposiciones.
