Una vez las entidades territoriales, mediante acto administrativo, determinen la repartición organizacional encargada de tramitar y decidir sobre las inscripciones y ascensos en el escalafón, estas podrán proceder a resolver las solicitudes radicadas antes de la vigencia de la Ley 715 de 2001, con la aplicación de la parte pertinente, en cuanto a términos y requisitos, de las normas vigentes a la fecha de la radicación de los documentos.
