Los bienes que ingresen al Fondo se consideraran desde ese momento patrimonio el mismo, y su destinación no podrá ser modificada por el Gobierno. Cuando al final de una vigencia fiscal quedaren partidas sin utilizar, continuara formando parte del Fondo si hubieren ingresado a su patrimonio.
