° El Gobierno Nacional hará las gestiones conducentes a fin de que los de los Departamentos del Cauca y del Valle cedan, desde que esta Ley empiece a regir, el impuesto o impuestos que actualmente se cobran en los pasos de Taula y de La Bolsa, los cuales impuestos se invertirán únicamente en la construcción, conservación y mejora de la vía de que aquí se trata en los trayectos inmediatos a los pasos nombrados.
