Los institutos técnicos profesionales creados por ley, con anterioridad a la Ley 24 de 1988, serán reestructurados como establecimientos públicos del orden nacional, según lo dispuesto en el presente Decreto, previo estudio de factibilidad aprobado por el Instituto Colombiano para el Fomento de la Educación Superior - ICFES -, que acredite la conveniencia de su reestructuración.
