Autorizase al Gobierno para vender, por conducto del Departamento de Provisiones, libre de derechos de aduana y a precio de costo, el cemento y el hierro que se requiera durante el año de 1936, para las edificaciones y reconstrucciones que se hagan en el expresado Departamento de Nariño. El Gobierno reglamentara el control de esta disposición y queda autorizado para prorrogar por un año más la vigencia de esta si fuere necesario.
