El transporte o movilización dentro del territorio nacional, de las mercancías anteriormente relacionadas sólo podrá hacerse en las zonas que determine el Ministerio de Agricultura y cuyo destino no sea la exportación, previa autorización del Instituto Colombiano Agropecuario, ICA, o del Ministerio de Salud, según el caso, señalando claramente el origen y el destino final.
