ARTICULO 19 . REGIMEN LEGAL . Para todos los efectos legales, las personas que presten sus servicios en el Instituto para la Seguridad Social y Bienestar de la Policía Nacional, tendrán el carácter de empleados públicos. No obstante lo anterior tienen calidad de trabajadores oficiales quienes realicen actividades de carácter operativo y conservación y mantenimiento de inmuebles.
