Los mecanismos de normalización de pasivos pensionales previstos en las Leyes 550 de 1999 y 1116 de 2006 y desarrollados por el Gobierno Nacional mediante decretos reglamentarios, podrán ser implementados de manera voluntaria por todos los empleadores públicos y privados que tengan a su cargo pasivos pensionales.
