° Cumplido que sea lo dispuesto en el Artículo 2o., el Gobierno, previa la aprobación de los planos y presupuestos, proceda a ejecutar la obra de canalización del río Magdalena, y sus brazos la Loba y Mompos, ya por contrato, por administración, pudiendo ejecutar los trabajos por secciones y a medida que lo permita los recursos del Tesoro.
