Los Rectores de las Universidades oficiales que funcionen en los Departamentos, y los Decanos de las Facultades e Institutos que las integran, serán nombrados por el respectivo Gobernador.

Los Consejos Directivos de esas Universidades se entraran así:

Por el Director de Educación Pública;

Por el Rector de la Universidad;

Por los Decanos de las Facultades de Derecho, Medicina e Ingeniería, donde haya estas Facultades;

Por dos profesores y dos estudiantes, elegidos según esta Ley.
