La entidad facultada para expedir pasaportes ordinarios es el Ministerio de Relaciones Exteriores, o por delegación del mismo, las Gobernaciones, Intendencias y Comisarías. En el exterior serán expedidos por los funcionarios consulares remunerados y mediante expresa autorización del Ministerio de Relaciones Exteriores por los Cónsules Honorarios.
