La Nación, por intermedio del Ministerio de Educación, procederá a recibir del Departamento de Caldas, o del Municipio de Manizales, el lote de terreno que a título gratuito será cedido a la Nación, en la ciudad de Manizales, y construirá allí el edificio destinado al funcionamiento de la Escuela Normal Rural de Varones. Las construcciones serán planeadas y ejecutadas por el Ministerio de Educación, por intermedio de sus organismos denominados "Divisiones de Educación Campesina y de Arquitectura", para lo cual destinara de la partida global para construcciones, hasta la cantidad de quinientos mil pesos ($500.000.00).
