La Nación y el Departamento podrán tomar en préstamo las cantidades que fueren necesarias para constituir su aporte a la obra de que se trata, y si para tal fin les exigieren garantías específicas, podrán constituirlas de preferencia con la acciones, sin defecto de cualesquiera otras garantías adicionales que sean necesarias.
