- Circunscripción territorial para concursos . Modificase el inciso 3 del artículo 24 de la Ley 443 de 1998, el cual quedará así: "La convocatoria a estos concursos se realizará en la circunscripción territorial que determine la Comisión Nacional del Servicio Civil y las listas de elegibles serán obligatorias para las entidades que se encuentren en dicha circunscripción, cuando la entidad no cuente con listas de elegibles vigentes de concursos de ascenso o abiertos."
