Artículo segundo. Adscríbense al Director de la Biblioteca Nacional las funciones de Registrador Nacional de Propiedad Intelectual, mientras se establece la oficina correspondiente de acuerdo con lo prescrito por la citada Ley. En consecuencia, el Registro General de Propiedad Literaria y Artística de que trata La Ley 86 de 1946, será llevado en la Oficina de Registro Nacional de Propiedad Intelectual, que funcionará en el edificio de la Biblioteca Nacional a cargo del Director de la Biblioteca.
