El valor de tres (3) de los quince (15) días de prima de vacaciones a que tienen derecho los funcionarios y empleados del Consejo de Estado, en virtud de lo dispuesto por el artículo 31 del Decreto 717 de 1978, será girado a favor de la Cooperativa de Funcionarios y Empleados del Consejo de Estado, para que esta entidad los administre y adelante los proyectos especiales de vacaciones y recreación para dichos funcionarios y empleados.
