Para formar parte del Gran Consejo Electoral se requiere tener una profesión liberal.

Para formar parte de los Consejos Departamentales se requiere cualquiera de las siguientes condiciones:

Tener una profesión liberal.

O haber sido o ser Senador, Representante, Diputado, Consejero Municipal, Profesor Universitario; o haber sido Personero, Notario o Registrador, Ministro, Gobernador, Secretario de Gobernación de Ministerio, Magistrado, Juez o Fiscal de Tribunal o Juzgado Superior.

Para formar parte de los Jurados' Municipales y de Votación se requiere ser ciudadano en ejercicio, saber leer y escribir y no hacer parte del Poder Judicial, ni del Ministerio Público.
