Anticipos de subsidio. La Junta Directiva del Instituto Nacional de Vivienda de Interés Social y Reforma Urbana, Inurbe, reglamentará la entrega de anticipos del subsidio, estableciendo las garantías respectivas. Para el caso de la Unidad Básica por Desarrollo Progresivo de que trata el artículo 21 del presente Decreto, con el fin de garantizar la construcción de la unidad de vivienda, por lo menos el treinta por ciento (30%) del subsidio se entregará cuando se acredite este hecho.
