Para ser elegido secretario general de la asamblea departamental se requiere tener título profesional universitario y cumplir con los demás requisitos para servidores públicos. En todo caso, no podrá ser nombrado quien haya perdido la investidura de un cargo de elección popular, o se le haya condenado a pena privativa de la libertad, salvo por el delito político o culposo.
