El Gobierno Nacional procederá a efectuar los estudios, proyectos y presupuestos necesarios para la construcción de una central hidroeléctrica para el servicio de las poblaciones del Quindío, en el Departamento de Caldas. Con tal objeto podrá utilizar las corrientes del río La Vieja, rio, río Verde y Barragán, o cualesquiera otras que aconseje la técnica, prefiriendo la más adecuada para satisfacer las necesidades de alumbrado y fuerza motriz de los Municipios que integran esa región.
